I used the search command and none of them seem current or pertaining to answering this question. Just like the title says, How much armor penetration per point on Strength?

I believe that it is 1% per point in Strength, but only when you use attack skills.

If you mouseover the attribute in game in the character window it says 1%

I'm at 10 in Strength and Swordsmanship... while I dish out 50 points of damage on average, it doesn't seem like much. As stated, if you mouse over any attribute it explains what it is, and what it does.
